Under the Government of Uganda transport Policy, Uganda National Roads Authority (UNRA)is responsible for managing, maintaining and developing the national road network acrossUganda. Much of the network requires substantial improvement or development to meet currentand forecast traffic demands, and to promote equal distribution of, and access to, economic andsocial development across the Country.In Uganda, the NERAMP Road project area, Gender Based Violence is still a big problem; therates of sexual violence across the project area are beyond the national average of 22% (2016Uganda Demographic and Health Survey). It is assumed that with the influx of migrant labour,GBV and VAC increased and might triple if still unattended too.Identifying and mitigating sexual exploitation and abuse and GBV risks in the UNRA/GOU/World Bank projects, requires development of robust risk assessment methodology with a ratingof âhigh riskâ of sexual exploitation and abuse/GBV, HIV/AIDS, Violence Against Children(VAC) and Occupation Safety and Health (OSH) triggering actions in the project design andsupervision. Tooro region is one of the areas with highest HIV/AIDS prevalence at 13% havingwithin a high Risk environments to educate and raise awareness of women, adolescents andchildren about the risks of SEA and their legal rights (UDHS 2016). The road transport sectorhas been shown to be one of the key vectors for HIV virus and other Sexually TransmittedInfections (STIs), both in construction and operations. More roads, more transport means morepeople travel, and HIV and STIs can spread further and faster. The massive influx of labourassociated with the road sector naturally creates situation which increase their vulnerability toHIV transmission, Occupation Safety and Health challenges, Child Protection concerns andgender focus. According to the M.O.H 2017 report, already HIV prevalence rate in the greaterKabarole prevalence rate is 13% which undermines the UNAIDS target of 95:95:95. Thegovernmentâs initiative of treat all is an important milestone towards increasing treatment,diagnosis and strengthening community health systems to attain the set target could beundermined with the influx of migrant workers who earn income along the vulnerablecommunity with very good receptive culture to all. The region is characterized by limitedinformation about the need for both men and women to go for HIV counseling and testinginitiate into ART and adherence. In general, there is limited demand for the available healthservices especially HIV, TB and STIs.In May 2018 Uganda National Roads Authority (UNRA) launched an invitation to bid forprovision of consultancy services for HIV/AIDS, Gender, Occupational Health and Safety onCivil Works for the Rehabilitation of Kyenjojo â Fort Portal Road (50km) Project.
