Background: Smart paper technology (SPT) has been introduced in Uganda to improve data collection and reporting at community and facility levels. Despite its potential, health worker adoption remains suboptimal. Findings: Barriers to adoption include limited digital literacy, inadequate training, infrastructure challenges, and resistance to change. Enablers include hands-on training, peer support, leadership endorsement, and demonstrating tangible benefits. Conclusion: A structured implementation strategy addressing both technical and motivational factors is essential for successful SPT adoption among health workers.
