Summary
Background: The Ministry of Health has collaborated with Spark Health Africa to pilot an initiative aimed at improving health system resilience in 10 districts in Uganda. The MoH is considering a scale-up from the pilot. Findings: Health systems managers should consider four basic questions: Is scaling up feasible? What strategies can be considered? What drivers and barriers are expected? What is the monitoring and evaluation plan? Dimensions of scaling-up include expansion, adding new scope, and leveraging favourable policies. Conclusion: Deciding on a scale-up strategy is an iterative process that should be considered early on in the planning process.
