Summary

Background: The Ministry of Health recently issued guidance to districts to increase health promotion and prevention expenditure in the primary health care grant from 10% to 30%. However, districts note several challenges in implementation. Findings: Health promotion and prevention interventions often have modest effects. Districts can use VHTs in health promotion activities, strengthen VHT performance through training and incentives, and implement mobile health interventions and outreach campaigns. Conclusion: When implementing any interventions, districts need to consider the context, structural frameworks of using VHTs, available resources, and stakeholder views.
