Summary
Background: There are on-going efforts within the Ministry of Health in Uganda to actively scale up results-based financing (RBF) and improve health system performance by aligning investments to system performance. Findings: Evidence related to the effectiveness of RBF programs is of very low quality and mixed, ranging from negative to positive effects for some indicators such as quality of care, immunization and institutional deliveries. Conclusion: Most RBF projects were donor initiatives which have shaped design features. The success of RBF programs is also affected by several structural and process factors at different levels and contexts.
